Transcription:
"Since the Party system was foisted on the House of Commons 250 years ago as a war emergency measure to enable William III to fight Louis XIV, Parliament has been nothing but a battlefield for partisans voting as the Party Whips tell them to without reference to public welfare. But the municipalities were not included in the change; and a municipal councillor can still vote on the merits of the question free from party considerations because owing to the municipal system of triennial elections and procedure by committee reports his vote cannot unseat his party".
